べきだ expresses a firm judgment that something is the right or correct course of action, often carrying a moral or logical weight. ほうがいい is softer advice, recommending a choice between options for someone's benefit. Saying 真面目に勉強するべきだ sounds like a duty, while 真面目に勉強したほうがいい sounds like friendly suggestion.
