をめぐって vs について

How to tell them apart

をめぐって implies a topic where people express competing views or clash, so it fits debates, disputes, and divided opinion. について is the neutral about/on used for simply discussing, explaining, or asking about a subject. Saying 意見をめぐって is wrong when there is no conflict; saying 議論について works but loses the sense that the issue itself is contested.
