How to tell them apart
だけ marks a neutral limit meaning only or just that much, as in 水だけ飲む. ばかり also means only or nothing but, but it often adds a feeling that it is too much, one sided or disapproved, as in 文句ばかり言う. ばかり is also required in the fixed patterns ばかりでなく and ばかりか to mean not only but also, as in 時間ばかりでなくお金もかかる, a use だけ does not share.

だけ marks a limit, meaning only that amount or to that extent, as in 少しだけ or できるだけ. It follows nouns, quantities, i-adjectives in plain form, na-adjectives in the attributive な form such as 静かなだけ, and verbs or whole clauses in plain form such as 食べたいだけ. It is neutral in conversation and writing, and it must sit directly after the limited element because moving it changes the meaning.

ばかり bakari
Merely, exclusively, or used in ばかりでなく/ばかりか to mean 'not just... but also'
ばかり marks something as the only thing involved, with a nuance of too much of one thing or repeated action, often showing disapproval. It follows a noun as in トマトばかり, or the te-form of a verb as in 遊んでばかりいる, and is common with いる to stress a bad habit. In the patterns ばかりでなく and ばかりか it means not only but also, and it can follow a noun, a verb in plain form, or an adjective, as in 医師であるばかりでなく.
