How to tell them apart
だけ marks a limit neutrally and works with positive or negative verbs, while しか always pairs with a negative verb and carries a sense that the amount or set is disappointingly small. Saying 時間が一時間しかある sounds wrong because しか needs the negative ない. Use 時間が一時間だけある for a plain statement of amount, and 時間が一時間しかない when one hour feels insufficient.

しか marks the only available option or an amount that feels small, and it always pairs with a negative verb even though the meaning is positive. It follows nouns and quantities directly, as in 水しかない or 一人しかいない, and follows a verb in the fixed pattern dictionary form + しかない to mean having no other choice. Unlike だけ, which states a limit neutrally, しか adds disappointment or emphasis that something is less than expected.
