How to tell them apart
ならでは（の） describes a trait or experience possible only with X, as in 日本ならではの景色. をおいてほかに（は）ない narrows the choice to X alone, as in 彼をおいてほかに適任者はいない. The first celebrates what is unique to X, while the second states that no alternative to X will do.
- ならでは（の） Use ならでは（の） to say a feature or experience is unique to a particular place, person, or thing.
- をおいてほかに（は）ない Use をおいてほかに（は）ない to emphasize that no one or nothing besides X is suitable.

ならでは highlights a quality, ability, or experience that is possible only because of a particular person, place, or thing. It follows a noun directly, as in 田舎ならでは or ベテランならでは, and is often followed by の plus another noun to name the unique feature. It is typically used for positive or valued characteristics rather than negative ones.

をおいてほかに（は）ない wooitehokani ha nai

X をおいてほかに ...ない means there is no one or nothing else apart from X that fits, so X is the only possible choice. It attaches to a noun with をおいてほかに or をおいてほかには, followed by a negative predicate. The predicate must stay negative, using いない for people and ない or a negative potential like 考えられない for things or roles. It sounds formal and emphatic, common in recommendations and declarations.
