How to tell them apart
にしても and にしろ・にせよ both mark concession, but にしろ・にせよ is the sterner, more formal N1 form often used in commands, warnings, or hypothetical extremes (たとえ練習にしろ), whereas にしても is the everyday N3 form for admitting a fact or softening a contrast (中国の影響が濃厚であるにしても). Swapping them is unnatural when にしろ・にせよ appears in a blunt, prescriptive sentence — にしても there sounds too mild.

にしても expresses concession, showing that even if one case is true or when considering different possibilities, the main statement still holds. It follows nouns and the plain form of verbs and adjectives, and appears in set expressions such as いずれにしても to mean in any case. It is neutral and common in both conversation and writing to frame a concession before giving a judgment or decision.

にしろ・せよ nishiro seyo
whether or not; even granting that; in any case
にしろ and にせよ express concession, meaning whether X or Y or even granting that X is true, the main statement still holds. Nouns attach directly as in 雨にしろ or 子供にせよ, while verbs and i-adjectives use the plain form as in あるにせよ or 高いにせよ, often paired as XにしろYにしろ. It sounds formal and written, with いずれにせよ fixed to mean in any case, and no particle like から may come between a noun and にしろ.
