Meaning & usage

Be comprehensible; understand; can tell; figure out | Can figure out (spontaneously) various facts –such as content, nature, value, meaning, cause, reason, result– about something whose existence is presupposed.

Notes

どうも - somehow; in spite of oneself; no matter how hard one may try (one is unable to); no matter how hard one may try not to (one ends up doing)​
