それでは is a sentence opener meaning in that case, well then, or so, used to move from what was said before to a conclusion, next action, new topic, or farewell. It stands at the start of a sentence, often with a comma as in それでは、始めましょう, and is followed by a complete sentence. It sounds neutral and polite for classrooms, meetings, and announcements, and it is also standard when taking leave, as in それでは、失礼します.
