Meaning & usage

にかかわらず means that something happens or holds true no matter what the preceding condition is. It attaches to nouns (晴雨) and to contrasting pairs of plain-form verbs or adjectives, often affirmative and negative forms like 疲れているいない or 好むと好まざる. It is a formal expression common in written and official contexts.
