と言うか is a spoken filler used to rephrase or correct what was just said, similar to 'or rather' in English. It follows a noun or a quoted word or phrase, as in つまみ食いと言うか, where the speaker replaces the first expression with a more accurate one. It is casual and typical of conversation.
