The pattern Noun + はあれど or はあれども admits that the noun exists and then states an action or decision in spite of it, as in 不満はあれど. The あれ comes from ある, and the concessive meaning depends on required ど or ども, so はあれ alone does not express despite. It is a formal, written style often used to concede objections, regrets, or difficulties before affirming resolve.
