A question posed to assert something emphatically rather than to ask
Meaning & usage
A question can be used rhetorically, meaning it is not really asking for information but making a strong statement, such as denial or an urging command. It attaches to plain-form sentences, often with か or ものか, and in casual male speech か can be dropped, as in 何が出来る（もの）か.
