に向けて expresses movement or effort directed toward a place, person, or goal, whether physically heading somewhere or preparing for a future aim. It follows a noun, as in 東京に向けて or 老後に向けて, with に向けて used before a verb and に向けた used to modify a following noun, as in あなたに向けた言葉. It sounds neutral to somewhat formal and often appears in announcements, plans, and preparations.
