に限らず follows a noun to show that a statement is not restricted to that noun but extends to other cases as well. It is used when the speaker wants to emphasize wider applicability, as in 子どもに限らず meaning the situation applies to adults in addition to children. It attaches directly to a noun, using the negative conditional form of the verb 限る. The noun itself remains included in the broader group, which distinguishes the pattern from forms expressing exclusion.
